Issue 12 will be out tomorrow, with a new dungeon. Only the elite version will be available, the Nightmare version comes out next week or so.

Requirements
I will just cite the requirements stated by the developers themselves in a recent DevStream. You should have at least an average of v1.5 AEGIS equipment, as well as having some purple gear, at the very least. This elite dungeon is a step up from the other elites, and is therefore harder.
